I think the Coast Guard should fine the pilot for illegal dumping in the Hudson and interfering with navigable water ways also killing geese using an unapproved method, P.E.T.A. should be all over this!
All the rivers here are ice covered. Even the Mississippi (about a mile away) is iced shore to shore above the Coon Rapids dam. The ice probably wouldn’t support the weight of a plane.
