Nice idea, but maybe not going to work so well in the US where few people ride bikes and everyone has a huge sense of “I’ll walk as slow as I damn well want” entitlement.

I use a sort of a high-voiced “passing on your right” or “left” as the case may be thing, and most people are okay with it. I usually get a smile in return.  The bell might get a less friendly response.
