Simply, there was an excess of imaginary money that baby boomers had in the stock market. If they all wanted to take it out, there was not enough real money to cover the chits. The only solution was to dissolve the the imaginary cash by devaluing the market, but in a way which insured the shakers and movers would not be hurt, but be protected by a taxpayer bailout.
